This Course will acquaint the student with history of land ownership and case law that impacts boundary surveying in the State of Florida.

Lamar EversInstructor W. Lamar Evers, PSM is a Professional Land Surveyor registered in Alabama, Florida, Mississippi and North Carolina. He is employed by the Florida Department of Environmental Protection, Division of State Lands, Bureau of Survey and Mapping as the Mean High Water (MHW) and LABINS Program Manager. As the MHW program manager, his responsibilities include the dissemination of Mean High Water data, establishing procedures for the determination of the MHW line when a study is required and issuance of notices of filing of MWH surveys as required by Chapter 177, Part II, Florida Statutes.

Clark on Surveying and Boundaries

Since its first publication in 1922, the legal reference book Clark on Surveying and Boundaries has been a valuable source of information for judges, attorneys and surveyors. It has been referred to by various courts, from the U.S. Supreme Court to many local state courts in over 100 instances. This seminar will take a look at several of the various decisions referred to in the book and examine why the book is widely used and respected by both surveyors and the courts.

Walt RobillardInstructor Walter G. Robillard, PLS, Esq. is a Professional Land Surveyor registered in Florida, Georgia, North Carolina and South Carolina. He is a member of the Georgia Bar. He has worked and taught continuing education courses internationally in the areas of real property, law, surveying and forestry. He is an honorary Member of the Florida Surveying and Mapping Society and a member of the numerous state societies. Mr. Robillard is a past president of the American Congress on Surveying and Mapping and is the recipient of the Earl Fennell Award for Education. He was an original member of the Advisory Committee for the University of Florida Surveying program. Mr. Robillard is the co-author of the college textbooks Evidence and Procedures for Boundary Location, Boundary Control and Legal Principles and the legal reference book Clark on Surveying & Boundaries.

This seminar presents a variety of "new" professional areas for the Surveying and Mapping professional to consider. The existing-traditional services such as boundary surveying, construction surveying, etc. have many practitioners in competition. The seminar will attempt to convince attendees to consider "branching out" into new areas of professional services.

Dave GibsonInstructor David W. Gibson, PSM, Ph.D. is the founding Program Director of the Geomatics Program at the University of Florida. He holds a Bachelor’s degree from the University of Cincinnati, a Master of Science degree from the University of Miami, and a Ph.D. from the University of Alabama. He recently held a gubernatorial appointment to the Florida Board of Professional Surveyors and Mappers for two terms, serving as board chair two years. He has served in numerous professional associations including the Florida Surveying and Mapping Society, the American Congress on Surveying and Mapping, the American Society for Photogrammetry and Remote Sensing, and the Urban and Regional Information System Association. He is the author of a nationally distributed textbook, Route Surveying and Design, 5th Edition by Meyer and Gibson, and has instructed numerous continuing education seminars for surveyors and mappers.
