TIER I: 8:00 AM – 10:00 AM

Land and Boundary Information Systems, (2 Hours, General)

This Course will acquaint the student with the Florida Department of Environmental Protection’s Land Boundary Information System (LABINS) website. Emphasis will be on the general content, maneuvering, answering specific questions and data available.

After an overview of the program contents the audience will be encouraged to ask questions about the program. It is the intent of the instructors to use this time to assist the user to be more comfortable in the obtaining and use of the data available on LABINS. When the user/student is aware of proper procedures in obtaining data from LABINS he will be more apt to profit from its use. The program has from its inception been geared to providing data to the land surveyor and continues to add data sets that will enable him/her to better serve the client.

W. Lamar Evers, P.L.S.Instructor W. LAMAR EVERS, P.L.S is a Professional Land surveyor registered in Alabama, Florida, Mississippi and North Carolina. He is employed by the Florida Department of Environmental Regulation, Division of State Lands, Bureau of Survey and Mapping as the Mean High Water (MHW) and LABINS Program Manager.

He is a Life Member of the Florida Surveying and Mapping Society (FSMS), a member of the Alabama Society of Professional Land Surveyors, Mississippi Association of Professional Surveyors, Surveying and Mapping Society of Georgia, Louisiana Society of Professional Surveyors, American Association for Geodetic Surveying, American Society of Photogrammetry and Remote Sensing and a Fellow Member of the National Society of Professional Surveyors. He has served as Vice President, President-Elect, President and Immediate Past President of FSMS. As NSPS Governor for FSMS, he served as Secretary and Chairman of the NSPS Board of Governors and the NSPS Area 4 Director. He has served on the Department of Natural Resources Public Land Survey Advisory Board, Edison Community College Technical Advisory Committee and currently serves on the Troy University Geomatics Advisory Board.

Professional Liability of the Surveyor and Mapper, (2 Hours, General)

This course will focus on the professional liability of the professional surveyor and mapper, and will cover potential claims and defenses, along with a review of strategies applicable to litigation as well as prevention of claims.

Michael WestInstructor Michael West received his Juris Doctorate from Florida State University, with high honors, in 1987. During law school, Mr. West was a Member of the Law Review and a Member of the Moot Court. He earned his B.S., cum laude, from Houghton College in 1972. He is a member of the bars of the State of Florida, 1987, and the U.S. District Court, Middle District of Florida. His professional affiliations include the Order of the Coif, the Order of Barristers, the American Bar Association (Member, Sections: Litigation; Tort Trial & Insurance Practice; Health Law; Forum on the Construction Industry; Construction Litigation Committee), The Florida Bar (Professional Ethics Committee Member (2004-Present), Member, Sections: Appellate Practice; Business Law; Health Law; Trial Lawyers); and the Defense Research Institute. Mr. West is AV® Rated by Martindale-Hubbell.

Trudy InnesInstructor Trudy Innes received her J.D. from University of Florida, cum laude, in 2001, was the recipient of the Frederic G. Levin College of Law, Florida Association of Criminal Defense Lawyers Scholarship Award, 2000-2001 and served as Executive Student Works Editor, Florida Journal of International Law 2000-2001. She received her B.A., magna cum laude, in 1998 from University of North Florida and her A.A., summa cum laude, in 1997, from Lake City Community College. She is a member of the bars of the State of Florida, U.S. District Court, Northern and Middle Districts of Florida and the Supreme Court of the United States. Her professional affiliations include the American Bar Association, The Florida Bar (Member, Sections: Appellate Practice; Litigation; Health Law), the Jacksonville Bar Association, the Defense Research Institute. She serves as the Lake City Community College Mock Trial Program Volunteer Faculty, 1999-present, as a Justice Teaching Volunteer, 2006-present, as an Appointed Member of the Fourth Judicial Circuit Attorney Grievance Committee, 2007-present and as a Volunteer Judge for the Columbia County Teen Court Program, 2001-2003.

Introduction to Photogrammetry for Land Surveyors, (2 Hours, General)

The objective of this course is to provide a foundation of photogrammetric knowledge for traditional land surveyors. Topics presented will include a history of photogrammetry, explanation of photogrammetric equipment and processes, and the products typically produced by photogrammetrists.

Evan BrownInstructor Evan Brown has 13 years of geospatial experience in the public and private sectors. Evan's experience includes work on projects in GIS, GPS, Photogrammetry, and Remote Sensing. Evan is a graduate of the University of Florida with a bachelor's degree in Geography and is currently pursuing a master's degree in Geomatics also from the University of Florida. Evan is certified as a Photogrammetrist and Mapping Scientist through the American Society for Photogrammetry and Remote Sensing (ASPRS). Evan also holds the certification of GIS Professional (GISP) through the GIS Certification Institute (GISCI). Additionally, Evan is a Certified Survey Technician Level IV Office through the National Society of Professional Surveyors (NSPS)

Tree Identification of West Central Florida, (2 Hours, General)

This course will focus on the identification of common native and non-native trees and palms found in west central Florida.

Rob NorthropInstructor Rob Northrop is presently the University of Florida IFAS Urban and Community Forestry Extension Agent in Hillsborough Co. Previously he was the technical forestry leader with the Maryland Forest Service for 22 years specializing in watershed forestry, wildlife management and urban forest ecosystem management. Rob directed the Governor's Executive Committee on Trees and Forests in Maryland, an appointed group of political, natural resource agency and industry leaders developing policy and programmatic initiatives concerning tree and forest conservation. As Executive Director of the Alliance for the Maryland Forest (non-profit org) he supervised activities in the organization and presentation of natural resource management education programs, and conservation advocacy in state legislature. Rob also has expertise in forestry consulting and as adjunct faculty at the University of Delaware in wildlife management, conservation biology, ecosystem management, and human dimensions of wildlife.

Coordinates, Curves and Calculations - The Elementary Approach, (2 Hours, General)

This course enables the participants to calculate curves and coordinates using a simple calculator.

Michael J. WhitlingInstructor Michael J. Whitling is the County Surveyor for Miami-Dade County and has been employed in surveying for Miami-Dade County for thirty-eight years. He holds degrees in Land Surveying and Civil Engineering from Miami-Dade College and has been a licensed Surveyor since 1989. Mr. Whitling is currently the Immediate Past President of Florida Surveying and Mapping Society. Prior to his present position he served as President for one year, Vice-President for three years, Director for 8 years and twice served as President of the Miami-Dade County Chapter of The Florida Surveying and Mapping Society. Mr. Whitling teaches Surveying and Autocad for Surveyors at the University of Miami, Florida International University, and Miami-Dade College. He has been a technical instructor for Florida Surveying and Mapping Society for many years. Mr. Whitling is also certified as an instructor of insurance education in the area of Surveying Legal Descriptions. He has written many articles for The Florida Surveyor which have been published in other State Association publications as well. He has received the following awards: FSMS Surveyor of the Year, Jim Bennett Board Member of the Year, Professional Development of the Year, and Perry C. McGriff Outstanding Professional Award for Civic Contribution.

Mean High Water, (2 Hours, General)

This course will focus on the technical aspects of performing a Mean High Water Survey. It will include a brief overview of Florida Statutes 177 Part 2, and the definitions contained therein. The primary focus will be on the recovery of Control Stations, locating and constructing Subordinate Stations, techniques for reading gages and the utilization of electronic gages.

Mark StokesInstructor Mark Stokes has spent 34 years in the Consulting Engineering and Surveying industry and has extensive surveying and mapping, operations, and corporate management experience. Mr. Stokes has a B.S. Degree in Mathematics from the University of Florida (1978). His wide breadth of experience includes continuous hands-on field work, calculations, project management, division management, financial management, corporate management and expert witness research and testimony. Mr. Stokes is especially proficient in performing Mean High Water Surveys and is recognized as a leading expert in the State of Florida. Mr. Stokes has performed numerous Mean High Water Surveys throughout the coastal areas of Florida from Pensacola along the Gulf Coast to the Florida Keys up to the Florida/Georgia State Line, North of Jacksonville. He has set approximately 2,000 gages and mapped 100�s of miles of Mean High Water. In addition, Mr. Stokes performed some of the interpolation for the preparation of the Mean High Water Data on the LABINS Interactive Maps and prepared the Excel Mean High Water calculation forms currently available on LABINS.

Practical Use of Terrestrial LiDAR, (2 Hours, General)

This course will review the step by step process used in the development of a Terrestrial LiDAR project. Emphasis will be placed on first hand experiences that are typically encountered during this type of process. Open discussion will be encouraged during this course to discuss the broad range of possibilities and the short comings of this technology. Some common misunderstanding and limitations of using this tool will be also discussed.

Lou BushInstructor Lou Bush is a Florida Professional Surveyor and Mapper (#5403) with over 35 years of experience in Photogrammetric Surveying and Mapping. Mr. Bush attended Southeastern University. Mr. Bush has been Vice President of four Florida based aerial surveying and mapping companies. Mr. Bush has served as the photogrammetric member of the DBPR Regulatory Board for Surveyors and Mappers since 2000. Mr. Bush is a member of the Florida Surveying and Mapping Society (FSMS), American Society of Photogrammetry and Remote Sensing (ASPRS) and a private pilot.

Introduction to Airborne Sensors, (2 Hours, General)

This course is dedicated towards reviewing a number of airborne sensors typically used for local, State and Federal jobs. The instructor will review many of the common technical specifications of each type of sensor, and how they differ from traditional means of photogrammetry. Additionally, this course will review the most common specifications for deliverables created from each sensor, and how those specifications are obtained using flying height, ground speed and a variety of sensor controls.

Brian MurphyInstructor Brian Murphy graduated in 2001 from the College of Agriculture and Life Sciences at the University of Florida with a Bachelor of Science in Land and Water Management. Brian is currently finishing his Master of Arts in Urban and Regional Planning, specializing in Planning Information and Analysis Systems. Brian is aspiring to obtain his PSM license. Presently he holds his GISP certification through the GIS Certification Institute as well as his Photogrametric Technologist certification through the American Society for Photogrammetry and Remote Sensing (ASPRS). Brian also sits on the Board of Directors for the Florida Region of ASPRS. Since 2004 Brian has been working for 3001, Inc. where he has worked in a number of roles, including Geospatial Analyst, Application Developer, Production Manager and now Area Director for Business Development.

Tier III: 2:00 PM – 4:00 PM

Data Collection Procedures for Field Crews, (2 Hours, General)

Attend this course to learn about data collection techniques in performing field surveys. The course will focus on maximizing the use of data collectors and associated software, to both collect and verify the collected survey data. The instructor will present the techniques and procedures he has incorporated into his own practice, gained from his own and others experience.

Robert J. Mellis Instructor Robert J. Mellis, PSM #5214, has 26 years experience. Mr. Mellis is certified as a Microstation and Geopak Instructor by Bentley Systems where he holds the title of Senior Survey Consultant. In addition to his work with Bentley he serves as the Chief Surveyor for Beiswenger Hoch and Associates, Sunrise, Florida. His practice generally includes boundary, design/right of way, topographic and control surveys. Mr. Mellis is a member of the Florida Surveying and Mapping Society, American Congress on Surveying and Mapping and the National Society of Professional Land Surveyors.

New Elevation Certificate Workshop, (2 Hours, General)

This course relates to the practice of surveying and mapping as defined in Chapter 472, F.S. in that it instructs and informs the attendee the purpose of the certificate, how to complete the certificate and describes recent changes in the certificate, and helps the participants understand the building diagrams.

Lynne MagelInstructor Lynne Magel, Program Specialist, National Flood Insurance Program, Region IV-Zephyrhills, FL. She has been affiliated with the Flood Program for the past fourteen years. She worked for MetLife Insurance in Dayton, Ohio for 26 years, 7 of which was a Flood Insurance Sales Consultant. Her responsibility is the State of Florida. Duties include conducting seminars for Insurance Agents, Mortgage Lenders, Real Estate Brokers, and other interested groups concerning the National Flood Insurance Program. Other duties consist of supporting FEMA as an insurance specialist in a Disaster Office.

Underground Facility Damage and Safety Chapter 556, (2 Hours, General)

This course will focus on Florida Statutes Chapter 556, The Underground Facility Damage Prevention and Safety Act and Sunshine State One Call of Florida. Sunshine One Call of Florida is a not-for-profit corporation formed by the Florida State Legislature to administer Chapter 556. The main purpose of Sunshine State One Call is to prevent damages to underground facilities by maintaining a statewide system to notify utilities when excavations are scheduled. Owners of any utility that transport materials using an underground facility are required to be members of Sunshine One Call. Persons that are excavation, or "disturbing the surface of the earth", are required to notify Sunshine One Call prior to excavation. This seminar will cover the requirements of members and excavators under Chapter 556.

Brian DeanBrian Dean has worked for Sunshine State One Call of Florida since June 2006. Sunshine State One Call serves as the call center for persons excavating in the state of Florida and maintains a primary focus on the prevention of damages to underground facilities. As a Damage Prevention Liaison, Brian conducts "Call before You Dig" educational sessions for utility groups, contractors, citizen groups, code enforcement, and law enforcement officers along the gulf coast of Florida from Lee to Citrus County. Prior to working with Sunshine One Call, Brian worked for an environmental laboratory as the Field Operations and Radiochemistry Manager and at the city of Largo as the Environmental Manager. Brian graduated from the University of South Florida with a degree in Environmental Science and Policy and has long been active in the Florida Water Pollution Control and Operators Association and the Florida Industrial Pretreatment Association.

Digital Elevation Modeling in a GIS World, (2 Hours, General)

This course will explore the differences between "traditionally constructed" DEMs, Digital Surface Models (DSMs) constructed by modern laser techniques, and Digital Terrain Models (DTMs) constructed using LiDAR and photogrammetric techniques. The emphasis will be on using the latest GIS tools with demonstrations, hints, and lessons-learned, on constructing DEMs in both a vector and raster environment.

Alvan KarlinAlvan Karlin, Ph.D., GISP has been a Senior Spatial Analyst since 1997. Dr. Karlin has participated in and directed numerous projects involving GIS Database Development (ArcSDE/Oracle), Hydrological Modeling using advanced ArcHydro Terrains, land use and vegetation mapping, mapping by Global Positioning System (GPS), Spatial modeling and application programming , and remotely sensed image analysis and interpretation. These projects range in scale from single parcel projects to landscape-level projects involving entire states. Habitat and vegetative mapping studies have been conducted from ground surveys, GPS surveys, aerial delineations and via the use of remotely sensed satellite imagery.
